Annotation. This article is devoted to features of securing effective protection against the informational and psychological attacks,activation of implementation processes of modern informational and communication technologies to the educational and instructional sphere, to improvement of legal bases, ensuring the rights and freedoms of youth in the sphere of information, defense of a national information system and resources.
